Combined transport, where various modes of transport are used to carry out a transport operation (by road, inland waterway, rail, air or maritime), is a very tricky matter from a legal point of view. On the one hand, the various legislations overlap (or not at all), while towards licences, Europe has provided for a series of partial exemptions.
